A town is a community of people, most of the time being larger than a neighborhood and smaller than a city. The size of a town can vary from the size of a normal neighborhood to four neighborhoods. When a town gets larger than four neighborhoods, it automatically becomes a city, as a result of the Town and City Act. A town is governed by a mayor. The minimum population of a Lovian town is 500 inhabitants.

The regulations on town and city sizes are described in the Federal Law, Article 7 - Town and City Act, adopted in April 2008.

Article 7 - Town and City Act
1. All Lovian separate settlements are classified into two denominational groups: towns and cities.
2. A town is a separate minor location, governed by a Mayor.
  1. A town can be:
    - an area of the size of a neighborhood.
    - an area of the size of a neighborhood, including the adjacent neighborhoods. In this case the town's center is seen as the town itself, and not as a separate neighborhood of the town.
    - an area including several neighborhoods.
  2. A town has at least one full size neighborhood, the town itself.
  3. The maximum number of neighborhoods within a town, including the town's center, is four.
3. A city is a separate major location, governed by a Mayor.
  1. A city is invariably a group of neighborhoods.
  2. A city has at least five neighborhoods.
  3. There is no maximum to the number of neighborhoods within a city.
4. A town can turn into a city whenever the number of finished and usable neighborhoods, including the town's center, is five or more.
5. A city can turn into a town whenever the number of neighborhoods is lowered to four or less.
