Last Elections to the State Council 23rd September 2013

The Sylvania State Council is a legislature which is the highest legislative authority in the State of Sylvania. It is located in Transcity in Noble City. The council is bicameral, with an upper house, the Senate, and a lower house, the Council of Representatives. By legal technicality but not formally the Governor has a part in the State Council although this is limited to vetoes and the approving of laws. Both houses are democratically elected every year from the Districts of Sylvania. The two houses meet in the same chamber to debate and vote on Sylvania State Law.

In 2003, centralisation on a large scale took away almost all the powers of the state councils, leaving them technically impotent, however while other state councils were disassembled, the Sylvanian Governor Alfred J.Q. Robinson kept the Sylvanian State Council running in an advisory role. When he was re-elected in 2004 and 2006 he called for elections and assembled a council. The main use of the council during his Governorship however was to legitimise actions that he took, by holding votes in the Council on them before carrying them out.

When Dimitri Noble became the Governor of Sylvania and signed the constitution of 2007, he didn't call for elections and didn't call up the council instead he ruled Sylvania directly which was due to a trend right across Lovia of Governors directly ruling without any sort of democratically elected council, this caused major problems with State Laws and eventually led to a constitutional reform that disestablished them. The first Governor to re-establish a democratically elected council was Semyon Breyev, the then Governor of Seven, he used the States districts to elect an advisory body of 30 councillors. The inspirations for all modern State Councils can be traced back to the unofficial Seven State Council of 2012.

The modern Sylvania State Council was re-established by Governor Lukas Hoffmann in November 2012, when it was first established it was not supported by law and very little happened in concern with it, elected members didn't even show up for meetings. However in June 2013 the constitution was reformed to allow states to make their own laws again, Lukas Hoffmann wrote up and enshrined the New Sylvania State Law which contained a constitution that made provisions for a fully democratic council with actual powers to legislate. Uniquely the council was also bicameral, this choice by Hoffmann was criticised however he stated that it was "simply a check and balance" and that the Representatives were where most of the power would sit.
